There continues to be a great need for multi- lingual services in NYC's early childhood special ed community. While we know that best practice is for duly certified bilingual staff, we also know   that these staff are hard to find, especially for low incidence languages. Well-trained interpreters can fill a gap as "communication conduits" in these instances.
